I don't like Tapas so id pick a good Greggs every day.

Wait a minute - has someone said that they'd prefer tapas to a steak bake?
All things being equal of course a nice climate and cultural attractions are a bonus. As are the glamour / history of a club. I still think money is the number one factor if you have to generalise.
We were debating this yesterday and I pointed out that in Italian football Juventus has historically been the force that hoovered up the best talent, when of all the wonderful cities in the country few would choose Turin for climate and aesthetics.

Ohhhh I do like a good steak bake. They are a bit pricy though so I normally opt for a meat and potato pasty. Streak bake is a treat.

Pretty sure if you're a millionaire then you have little trouble getting good food in England, maybe less so outside of London but they exist.
Surely you could start a high end Italian/Spanish/French restaurant between Manchester and Liverpool and live off the United, City, Liverpool and Everton players and their WAGs alone.

You can have Parma Ham delivered in England quite easily, and there are plenty of Tapas restaurants.

There is only 1 1 star Michelin Restaurants in the whole of Lancashire. Compared to 64 3, 2 and 1 stars in London. Not really comparable is it.
