I don't understand that rule. If (if it was enforced in football), United are looking for a new manager (for example), and have a short-list of top managers, all of which are white, they're forced to interview a black manager, even though he's not on their short-list?
How does that help anyone?

Yep, exactly.
I don't think it does helkp anyone. Considering if the black manager, lets say Chris Hughton to give a realistic narrative, applies for a PL job every time a PL manager gets sacked and he gets an interview every time but the team decides that another candidate is better, he'll get sick of continuously getting rebuffed!

I have a profound dislike for Jason Roberts.
Whilst I am not a fan of "affirmative action" which what is being proposed is, to discount the problem as no black managers are good enough is naive and simplistic.
We have managers who have taken on jobs with little or no coaching experience or badges, player managers, etc. There is a problem, it is not necessarily going to be fixed by reverse discrimination but if people think there is not a problem, they are deluded.
It is not only in football as well. The Beeb did an excellent exposé about companies discriminating against people with "strange" surnames and even Virgin were in a legal battle for picking someone with a white name over someone with a black name with the same CV.
I have seen it happen in my organisation as well and have ensured I got rid of people who do it.
I would however like the guys who feel they are being discriminated against to ensure they do all their coaching badges and apply for jobs in maybe other parts of the world or look to work under managers like Hiddink, LvG, Capello, etc where they can develop these skills because I do not see things changing for a while.
Furthermore I find it hilarious that a lot of these people in the FA who want to discriminate in favour of "British" players are not solidly behind this "Rooney Rule."
Paul Ince is probably the most high profile black British manager out there ATM
He's managed both Blackpool and Blackburn, see the pattern emerging here ?
Lets get rid of discrimination against black people, by making them interview a black guy for the role, even if he isn't as good as the other applicants!
Also, what if a top club, say United sacked LvG, it is entirely possible there would be no black applicants! What are they going to do? Get someone from the crowd just to fill in the blanks...It's ludicrous.
