It is perfectly understandable that a player who took his side to another title and a WC semi final (Robben) should get in over a player who won nothing.
And don't know when this is meant to cover - is it calendar 2014? - but Suarez had a much better first half of the season than second half, and hasn't exactly set La Liga on fire, one goal in the Spanish league during 2014 (whereas Ronaldo, Messi, Neymar etc were all into double figures).

Golden boot is for the season, 2013/2014. This award (I think) is for the calendar year, hence his relatively poor start in Spain knocks him down (3 league goals in half a season).

Large part of it being the key point...with a good chunk of that large part being in 2013. His 4 goals vs Norwich in December 2013 are irrelevant; his 1(or 2) league goals in Spain in half a season are relevant.
