If the proposal goes through, I can see the premier league teams struggling even more in Europe and it will certainly not help the national team.
The FA are just pointing the fingers to the easiest targets instead of admitting that the coaching of young players is rubbish.
Can't wait for that World Cup win!

So far, I've only seen formers England managers going for yet but yet to see a PL manager up for it.

All I can see happening is the top clubs buying the best HG players to fill their squad, and then these players hardly being used, sold back down the table a couple of years later with no development, and replaced by the new bright stars.
Think someone like Jack Rodwell. Getting regular club football, getting into England squads, signed by a rich club, two or three years wasting away, sold down the table, showing nothing of the form that got him into the England squad.
The gap between the top teams and the rest will only grow, as the lower clubs have to lower their standards of player, you cannot magically make English born players good enough.
Agreed, this will affect massively the rest of the PL team and the Championship. Those players would have been starters for a mid table or a championship team.
But instead they'll keep warming benches.

So basically the FA want more of the 'average' standard PL footballers to be English. But these average players don't get into the England squad. It just makes no sense.
What we need is top quality talent coming through.
A better rule would be 3 English players must be on the pitch or subs bench for all teams.

The problem is they want a reform but are also traditionalists. That means the only reform we will see is backwards thinking.
It seems that way, Obers. Though it's hard to predict because each club operates in a different way.
Some clubs may have an average English player as opposed to an average foreign player, but others may choose to focus more on talented younger English players as opposed to an average foreign player.
But it doesn't really address the problem.
What about if they are of Asian descent but born in Britain? Will they get in or be classed as a foreign import?

Depends if they are at an English club from 15-18.
All the change in age will mean is that top clubs sign the young players by 15 rather than by 18. It will mean more dont make it and more get loaned out or released.
I think they should return to old style transefers and scrap the window. Let the ids sign for lower league teams and if the top clubs have an injury crisis (like Arsenal 2 or 3 times every season) they can sign a player at any time of the season.

So instead of youngsters getting chances when injuries make squads light, clubs will just buy whoever is in a bit of form at a smaller club? That will not solve any issues, just make it worse.
But if they are signing English players for the academy it shouldn't make that much of a difference.
The big difference it will have is on foreign players that are currently qualified as homegrown. You'll end up seeing a lot less of that.

Am I wrong in thinking neither Spain nor Germany have HG quotas?
Pretty sure both of these nations World Cup winning squads were full of players who played a large number of games as kids for B teams in the national league structure.
Xavi, for instance, played over 50 times for Barca B as a 17-19 year old. He made his first team debut during this time as well, quickly establishing himself in the first team.
Players like Sergi Samper, Adama Traore and Munir El Haddadi are making the same transition now, with the third of those already making his Spain debut.
The loan system is one way of exposing a young player to first team football, but it has a lot of flaws. Clubs lose a level control of a players development, players come back to a parent club with a lack of patience to continue their development instead of getting first team action and so on.
Wenger actually highlighted something interesting in the Telegraph today.
England U-18, U-20 and U-21 are still not successful and surely they can't blame the PL teams for this.
Money could be an issue as well. Lots of the youngsters lose their head as soon as they get their first paycheck.
I'm sure the British youngster are the best paid players of their age.

Are you saying something goes wrong at soon as they turn 18? Binge drinking?
It's a difficult one with the youth teams at tournaments. England have had teams that have done quite well at different times over the years in them but the players haven't ended up being stellar.
Belgium seem to have done quite well producing a pool of talent and I don't remember them ever doing that well at youth level - though I'm willing to be corrected.
