He's not a huge signing, and 29M sounds a bit too steep, but that's just what the market is these days.
I think he's better than Lallana and would complement Coutinhos ability to play a final ball with his own knack for getting goals from midfield.
He won't take Liverpool a notch above like Suarez did, but is a slight improvement on what they currently have.
Anyone calling him a no mark either is or pretends to be ignorant.

If we want to catch up we need to spend like United have for the last 3 seasons. All of which would have been record years for Liverpool. This year alone was double to triple our highest year. You're on the City/Chelsea model.
My expectations are 5th for the foreseeable future but hoping for better. Our modest finances (compared to the top4) can't compete.
We've got a lot of kids in the side though which gives me a roulette sort of excitement.
For those mancs who are worried about our spending and finances.
Let me give you some info.
We are redeveloping our stadium to 60k which which will get us 50m extra income each year.
The new tv deal is kicking next year or this year.
Our kit deals will go up.
Other commercial deals are been tied up.
FSG are smart bussines people and know what they do.
I will be more worried about your club man united which is 299m in debt.
How do Liverpool expect to line up? From Youtube (I know) most of his good work seems to come from a central role:

You guys are in the Europa league this season. Add the festive period on top that and it is clear that he will need time to adjust to the PL and its high demand.
I wouldn't expect too much too soon.
He's playing in the Copa America right now though, so wouldn't read too much into that.
Don't think Suarez played CL football either?
It's good we're getting the deals doen quick, this has been a bug bear for many reds over past season, we díck about then miss out.
Looks like the club have a set list of targets, got the out of contract / young / back up players (Bogdan) done very early, now go for the targets for the first 11 and hopefully have everyone signed before pre season.

Who is Julien Laurens?
Having played in CL or Europa League is quite circumstantial, I'd focus more on what he can do on the pitch.
Suarez only ever played the odd CL game but the talent was evident even in Eredivisie. Not saying Firmino is at Suarez's level, only that the relative toughness of the tournament(s) a player plays in cannot be the sole yardstick to measure his individual skill.
