Because they were looking at the emails for the first time. FBI concluded recent emails were duplicates.

In regard to HC suggest you read the FBI press release sent to the hill yesterday

How incredibly convenient that the FBI drop the investigation a day or so before the election. It's difficult not to agree with Trump that the system is rigged, regardless of what you think of him.
