A change in lifestyle of young people is probably the main factor

During the late 70's/early 80's when English Clubs were fairly dominant in Europe, England failed to qualify for Argentina then went out with a bit of a whimper in Spain
too easy to blame the Premier League
Classing Sir Bobby as a great England manager is a funny one tbh... he wasn't that highly thought of while in post... Euro 88 was a disaster, 84 was a non qualification...
I also remember reading an interview with Keith Allen (think it was in 442), who spent time with the team in Italy after the New Order song was released... he said the players treated Bobby with little or no respect, Lineker being bar far the worst in ripping him behind his back
Wouldn't really single the PL out for blame when it comes to "graft" over "skill".
As a nation, we generally favour "percentage football" to any show of skill or tactics. All the way down to the amateur level.
OP, by the same token though, Spanish football has flourished since the Bosman ruling opened the floodgates to foreign imports, and their youth setup also leans towards joining the big clubs at an early age.
Why would the same basic scenario so seriously hamper football in one place and greatly benefit it in another?
I don't have the answers, but imo they are likely to lie elsewhere.
England bar '66 generally have a mediocre international record. But yes, too many foreign players probably stop some local talent breaking through.
No. The England team were dire from 1971 - 1988 with the odd bit of so-so happiness in between
England's problem is that they can't hold onto the ball and in the summer tournaments go into them and get knackered from chasing the ball when they invariably lose it.

England were an average side before the PL, and have been average since.
We may have got to the semis but we were hardly good in 90.
Our best tourney has probs been 96 or 02 but we we were rather good and unlucky in 98.
probably as much to do with dinosaurs like Charles Hughes and Howard Wilkinson being technical directors of the FA for periods... setting coaching standards back.
Could take a generation for a more technical side emerges can maybe then argue the Premier League holds them back

that's spot on tbh.... the only game England played really well in was the semi
The premier league,not guilty,the money it has generated is the cause of our downfall,paying youngsters ridiculous wages before they have done anything but show some promise, because they are English they also add a premium,it can only get worse.

a young gun has one good game now and its everywhere and he's destined to be a star.....the hype is staggering.
No the expectations of English pundits and therefore fans are too high.

Yep. Ruined English football for years
We were rubbish before Sir Bobby too, when the top division was filled with British players.
If anything, since the turn of the century we've been as successful as we've ever been over a period of 15 years, barring the 66 WC where we had home advantage.
In conclusion, we've always been a shiiite overrated international team.
England were alright until West Ham stopped producing world class players.
