If you have sufficient housing stock, quality social housing, rent controls (which the UK had until Thatcher rocked up) and limits on multiple home ownership, then it isn’t necessarily a bad thing.

He probably did mean that, but occasionally students do have a say in their next teacher - if the interview and selection process involves a microteach session in front of one of the classes you'd be taking.
