If there's nothing more than the face of it is one daft and unacceptable comment then it should be public rebuke. Fine a few weeks wages. Apology. Some safeguarding training courses.
We really need to get away from trying to end people's lives and careers for one missjudged moment.
If there is more to it, eg private comments/DM/pm or whatever they call them then it's a matter for the police.
That's really all there should be to say on it.

It should be dealt with between employer and employee as in any other case.
In so saying he should offer an apology and that he meant no harm. I have a sneaking suspicion that will end up in the public domain in any event.
Unless of course there is something more sinister.

SPR has posted the most sensible comment on this article with regards to his pal, I believe it's as simple as that.
