In terms of all-time PL greatness it has to be Giggs.
I don’t think he was the most gifted player but it’s hard to argue with 13 Chips.
In terms of at their peak, Hazard was a better player imo.
I never saw Giggs in his prime, but as far as I can tell he never in his career was as good as prime Hazard was/is.

I get the sense I shouldn't have posted this on the United board
Giggs for his longevity and for all the team achievements he played a part in. I think this actually quite an interesting question, I don't think it should be dismissed.
Hazard was the star of our team for about 6 seasons, and is regarded by many Chelsea fans as the most talented players we have seen at the club.
If this was in terms of their statuses in their respective clubs, then I would say it's close. However, in terms of PL, Giggs wins hands down.

Thats debatable. Hazard isn't the pinnacle of consistency, but Hazard's stats far outclass Giggs in terms of what they were like on average per season.
In 22 seasons, Giggs scored double figures in the PL twice. Hazard scored double figures 5 times in 7 seasons.
