yeah but the teams in the cl are going to attract top class players and get better, especially man utd and chelsea those two will definitly get better, they cant get much worse tbh(i know man utd are 2nd but they have been poor by their standards imo)
then theres the issue of Van Persie, at 29 how much longer will he want to sit around without winning a club medal. Its getting to the stage where he'll start thinking about that

do they have what it takes to compete with the already strong top 4 though and they also have plenty of young talent or at least chelsea and united do so i do think signings will have to be made
dont think fair play rules will much difference either clubs will always find a way around it
