A Simple Plan is a good little thriller from the 90's. No masterpiece but a solid 7/10 movie and looks as though it could be part of the Fargo universe.

In fairness, such a broad list is bound to have glaring omissions. Proportionally speaking, there are barely any foreign language films in the list.

I've found that there were a far greater number of quality foreign language films this century, than there were in the 70s and 80s, and similar seems to apply to the 90s. Off the top of my head I think there's actually more FL films in this list than in my 70s and 80s viewing list, whereas some of my top films this century were FL.
It's probably also a question of their having become much more easily accessible in the internet age.
Before the age of internet, you had to live in a big city and have a bit of a bent for arthouse cinema if you wanted to see a reasonable variety of foreign language films, so it wasn't even easy to acquire a taste for them.
I've got 0 FL films in my top 25 of the 70s. So far in the 80s I have 1 (Cinema Paradiso, which I gave 9.5).
From this century I have:
2006 The Lives of Others 8.75
2008 Let the Right One In 8.75
2002 City of God 8.75
2018 Birds of Passage 9
2015 Embrace of the Serpent 9
2012 Once Upon a Time in Anatolia 9
2018 Roma 9.25
It's just such a long time ago that because these films weren't so mainstream, they don't get talked about that much so rarely remain at the forefront of the mind. It's hard to remember what you saw 30 years ago and haven't seen or heard talked about since. You need to give your memory a jog, go back and check the years.
It is also true, on the other hand, that foreign language film also lends or at least used to lend itself to fads and fashions, I suppose because there's almost always a sense of discovery and quite often snobbery attached, so some of the stuff might not be as great as it seemed back then.
But either way, the 90s did definitely produce some very good FL stuff. I just had the idea of going back and checking the entries for the Cannes Film Festival through the decade. There's loads of great stuff there and I've only scanned 3 editions - simply some of the names there immediately bring back other memories.
Kusturica made Underground and Black Cat, White Cat. Zhang Yimou had Ju Dou and Not One Less. The King of Masks was another beautiful Chinese film whose director I forget. I dunno, if I went on there'd be bucketloads, maybe best not to go down that road... anyway, just some thought to share.
