Especially if we have a Ten Hag or a Poch in charge and the feel that finally the club is going in the right direction

Faded prestige is definitely an issue. But there are lots of factors that go into who lands a player: money, timing, relationships with existing players, how the player subjectively responds to the club's pitch / how the player and entourage objectively evaluate the club's plans and prospects, and plenty more.

The stupid thing is that no one even thought we could "just go out and handpick who we want as if every player in the world would want to join", even when we were in our pomp.
There have always been equal or bigger draws for certain players.

We have been a shambles of late, but we currently have the resources behind us that will make us a viable option. At some point we will come good again. When that is who know's
Liverpool were rubbish for years, look at them now.
City were there to makeup the numbers, look at them now.
Two different clubs in terms of how they've got to where they are, but they've got there none the less.
I can't imagine a player chosing to go to United over most other top clubs.
Whether United sign such a player is dependent on whether other clubs that win trophies regularly and can also pay top wages want said player. If they do then United are out the running IMO, for obvious reasons.
However, a player like Bellingham could be homesick and that could work in United's favour and he may end up there if Chelsea, City and Liverpool are not interested or unwilling to pay the wages required.
think its easier to lure these players from abroad with money as a monster club but being outside of champions league as opposed to signing players within England from which the selling club would be strengthening a potential top 4 and trophy rival.
(money wouldnt be the only reason not saying that, but transfer fee would be massive)

I don't know. Club prestige is a thing. Like Milan were obviously rubbish for a good few years, whilst Napoli were finishing in the top 2 every year in Italy. But if Milan and Napoli, hypothetically, had both come in for a player offering the same terms, I think the vast majority would choose Milan. Name value is a thing

With all due respect to West Ham if they were playing in the CL next season all they could hope for player wise is getting someone like Rice to stay an extra season. I'm certain if Player X had a choice between West Ham in the CL and United in the Europa (or no Europe at all) they'd choose United. See Kante. He went from the Champions to a Chelsea team that had finished 10th the season before.
Sancho is an example of why you still can sign these players. United still a huge name and pay huge wages the difficulty comes if you have to compete against City, Liverpool or the successful European giants.

Money talks and unitedbhave shown if they sling enough of it they can sign top players.
The real question is if another club, say Liverpool Chelsea or City for example were matching or close to, united offer who would the player pick?
Also Jude's a red and loves Gerrard, he's nailed on to come to Liverpool, this is most certainly a fact I'm unsure of and may or may not happen.
I miss the days when we could just handpick the likes of Shearer, Batistuta, Ronaldinho and Robben
