There has been a rivalry, and the league has been better for it.
Liverpool finished second behind City with 97 and 92 points.
Other than Arsenal last year, Liverpool are the only side to bother them.

Given the gulf in resources between the two sides, Liverpool have done spectacularly well.

Sadly they've come out second best more often than not in the end but I doubt any other Prem side in history could've pushed peak City as close as they have at times.
