I'd assume under the laws of the game if the ref thought the game was restarted it was a pen? What I don't know is exactly what he thought about it?

Dwight I'm not saying it shouldn't have been a pen but with all the football last night I was swapping channels all night and thought maybe I missed some explanation for the incident, I have seen it a good few times posted elsewhere but just wondered if there had been some other verbal explanation I had missed

The ref's statement after the match was what bothered me the most:

"Obviously under normal circumstances it would be handball and a penalty, but I read the site and can you imagine how unbearable Barry would be if Kane (pen) scored two pens and further proved him to be right. Done us all a favour here lads"

It may be a reasonable explanation for not giving it, but it's not really within the rules is it?
