Saka ought to have been booked. It was very, very obvious he tried to engineer a foul that didn't exist in an attempt to con the ref. Don't see how anyone, not even the most biased Arsenal fan, can argue with a straight face that it should have been a penalty.
And as for the handball, just no. It isn't the ref's fault the defender didn't hear the whistle - nor is it Bayern's. There are plenty of instances in the game where a player unwillingly or unwittingly makes a mistake and is penalised for it. Even when a player intends to play the ball and unwillingly makes contact with the player and brings him down, that's an unintentional mistake. We see unintentional handballs awarded as penalties every week. It can't be right to overlook one because the player didn't know the game had restarted. He has no-one to blame but himself.
How about all the instances where a defender who's chasing a forward at full pelt unintentionally clips the forward on the heel of his trailing leg and brings him down? Seen plenty of penalties given for that. The player doesn't mean to bring him down, so why award a foul?
The Gabriel incident was a very unfortunate mistake, but the ball is in play - it's just totally wrong for the ref to wave play on because the player didn't mean it.

Agree with this but just to clarify, whether he blew his whistle or not is irrelevant as it’s not needed for a goal kick. The restart of play is when the keeper (or anyone) kicks a stationary ball from inside the six yard box.

If the ref is satisfied that there was confusion between the two players regarding resumption of play he is well within his powers to order a proper restart. Another factor in the ref's mind is there was no advantage gained by Arsenal or disadvantage suffered by Bayern Munich in Gabriel handling the ball, or in the goal-kick being re-taken. A penalty would have been ridiculously harsh.

I don't think anyone is 'wrong' to hold any point of view on this subject, but Tuchel is obviously not addressing this from a purely academic position. I think there's a law about making decisions in the spirit of the game, so you could argue it in that sense as it was clearly a miscommunication with no advantage gained.
Personally I wouldn't enjoy winning a game via a penalty like that, would feel like there was an asterisk next to the win and any subsequent success in the competition.
Perhaps the only exception being if we had been cheated out of a big decision earlier in the game, but all the big decision in this game were pretty contentious and went Bayerns way anyway.

No normal ref would have awarded a penalty in those
circumstances, and the ref was absolutely right, that was a good decision. The only people moaning about it are the desperate Tuchel and his crew. If you don't like the decision that's tough.
