Jefte's arm was by his side, and he out jumped the player...massivelt.....meaning the only contact the player made was with the side of Jefte, exactly where his arm was

His arms are at his side, they’re in a natural position. They’re not up or high.

I don’t make the rules and don’t enforce them. I’ll say it again-I can’t remember the last time I saw that kind of incident and a foul wasn’t given.
