I don't see where I've put a strawman argument forward. I'm not saying you said anything you didn't. The crux of my point is that Levy has made more bad decisions than good. Particularly relating to football. I think that's pretty clear, though I did make efforts to clarify that.
You're refuting that by pointing out the one or two good things he's done, but that's not actually addressing it. There's a litany of crap managerial hires, failure to spend when we have to at times we have to etc etc. This is silly. This current mess, all of the messes pre and post Poch, the fact we have one trophy in that whole time despite all the money..

One final attempt at a middle ground we might agree on here.. Levy was the right person to take over from Sugar. But he hasn't handled the transition to us being a good club well. Still nickle and diming, which is fine when everyone knows you're up and coming, but when you post record profits and refuse to use it..
My opinion: It's like a company going public. You have a CEO that's done his but to get us tthere, great. But now he should step aside (granted he kind of did by hiring a DOF) but properly, hand over the reigns to someone with real experience in running a club of the scale we are now.

I’d have a read back then. I think that things he has done that is good isn’t one off examples, there are more pro examples of things he has done and things he passed on that got us to where we are now. I don’t think he stumbled his way to continued improvement for 15 straight years. There was far more right decisions and efficient planning than, as you say, luck. Otherwise why are we the only club to be so comparably lucky in such a time frame?
I’m not sure about him having the quality to take us up that final level to be truly elite or continually title challenging. Evidence so far has suggested otherwise - but the time we were competing we had a £1bn outlay and the second that was complete we started spending competitively in both transfers and wages. His job has been the financial side of things and he’s tended to get good price for good players in both selling and buying and that’s faded the last few years - I don’t think it’s his fault that GLC or Sanchez haven’t worked.
Also, the real penny pincher at our club is Lewis - I do genuinely despise that guy
