In the 2007-2008 Premier League season Chelsea earned £30.9 million in UK TV rights and prize money for finishing 2nd.
In that same season Fulham finished 17th and earned £31.3 million.

compare this to the premier league united had 80 points, chelsea & city both on 71 and arsenal on 68.
What actually has the money that both Barca and Real earn in TV rights got to do with the points difference between teams in La Liga

Compared to the premier league where Blackpool atleast got into the mid 40m with their tv revenue and Utd with the largest having 68m.a difference of only 24 compared to a difference 128m in la liga between top and bottom club.
And how are the broadcasting rights revenues for games shown in this country distributed?
Every single club in the PL is given an equal amount each year, and then is paid on top for each match (that they feature in) that is broadcast live.
And how does that equate to the deal to sell the Premier League as a package overseas?

What is the relevance of this
It should be pointed out that the £68.2m involves prize money. If you removed the prize money element from the equation you would find that the gap between United and Blackpool would be even closer. I think that there is a 800k difference in prize money for every place in the PL. So you could take away 16m, which would leave a difference of about 8m.

Not really. At least in England there is a chance of other teams winning the PL. In Spain the gap is so wide that no team has a realistic chance of bridging it - and with the current TV deals the gap will only widen.
I think Liverpool just came to terms with the fact that after 20 years they are no closer to winning the Premier League for a first time so instead have decided to back measures certain to kill it off.

Just in case you havent noticed - we are talking about the impact of clubs negotiating their own TV deals. The 20 point gap illustrates that Real and Barca are light years ahead of the rest and will continue to pull away. The fact that it is closer in the PL shows that are system is better, if not completely fair. Its pretty simple stuff really.
