Not at all. They are all given a specific target of fuel remaining to meet. Whether under fuelling provides the speed is irrelevant to the final outcome which is the possibility of the driver running out of fuel and not being able to cross the line. So if he is underfuelled and runs faster in for example 2 or 3 laps gaining 3 seconds over a rival which is huge in F1, the result could be running out at the end on fuel. Seems the same to me as the one in qualifying. The fact that no one was punished at Bahrain, either Lewis or Roseberg tell you all you need to know. The can make up the rules if they want to and even ignore it and use the disgression of the stewards if they want to as well.

How did you know he had enough fuel? Why would the team stop him on the truck? As far as i know, they was no mechanical problem reported so why wasn't he investigated?
There is no comparison as there is no regulation that requires you to return to the pits at the end of a race, that is why drivers are not punished for it.
No other driver has failed to return to the pits at the end of quali other than Hamilton (who has done it twice gaining pole both times), if another driver had done it and not been penalised then you may have a case but you are comparing Apples and Oranges in order to back up your frankly ridiculous (IMO) claims.

Hilarious really. No regulations say drivers must return to the pit either after qualifying. The rule is to bring in the car for testing in both cases and if underfuelled, the driver would have to stop after the race as we saw in Vettles and qualifying as we saw in Hamiltons to have the required minimum fuel left. Not such a hard concept is it? Clearly there are holes in a dubiou rule if you ask me. For example, Vettle driving to the fuel test after the race in Bahrain for example could have left him short of possibly not making the minimum and stripped of his win. Wait.... i'm dreaming. Wouldn't happen to a white driver.

And you guess why he probably passed the test? Because of his team ordering him to stop immediately perhaps to meet the minimum fuel level? How is that different to Lewis'?
What a joke mclaren are! The penalty is a ridiculous one but why give them anything to punish him with? If hammy loses the championship by 10+ points it will come down to this and bahrain where the driver was doing a great job but was let down by his team!

No such regulation exists for the end of the race, and therefore you cannot be penalised for not returning to the pits after winning. I guarantee you that if Hamilton had had the right amount of fuel and returned to the garage then won tomorrow stopping on track immediately after the race he would have received no punishment!

In this case, stopping the car to prevent this is tempering with the test in both cases. Is that too hard to understand?
Look maybe they should just say Formula 1 Entertainment like the WWE has done to include the "entertainment" at the end and races can be won or lost in the stewards office, no problem. Putting the word "competitive" next to F1 these days is an insult to us fans.

Hammy, I would suspect that as he was disqualified from quali he gets to start with what ever tires he chooses as he is no longer subject to the Q3 regulations.

is it just me that are praising the FIA for this, the rules are there for a reason and rightly punished the McLaren TEAM for it, not just Hamilton.
