What are the consequences of dropping to 3rd? Only two automatic places in the Group Stages?

the seceding of regions from the spanish state is forbidden in the constitution..
spaniards have a long history of maintaining the unity of their country from outside invasion or internal separatism..
if the CiU get the result they want and a referendum on seceding from spain is organised, how will the spanish government and army react to all that ?
