Wont happen. He wont be available to play for England till 2018 - I cant see him waiting 4 years to player international football.
Plus if he plays a decent amount of games this season, Belgium will no doubt be thinking about taking him to Brazil.

England don't tend to do this with players, that's the main thing that makes it unlikely to happen. In terms of quality he seems to have enough....

Given he has so many potential nationalities maybe he himself struggles to put himself down as one distinct nationality and is more open to choosing based on reasoning rather than love....
