It's not a big anything. There's twenty teams and each have their own targets. At various different times, in different seasons there are more than one, two or even three competing for the title and in some more than four five and six competing for Champions League etc etc.

Not really. Spurs have been in the top 4 twice in the last 4 years, and 5th twice, missing out by 1 point one of those times. Their consistency as one of the leagues top clubs is deserving of there being counted as 5.
