It would have to be the greatest goal of all time if it went in off his shin. It is bloody hard to kick a ball that powerfully into the top corner of the net with your foot, let alone the shin.

My intention was to correctly point out that the ball hit Rooney's lower tibia region for that overhead kick
..............
It also hit the Cuneiform part of his foot as well as the Navicular bone. That is why it was so accurate and powerfull.
Had it have just hit his shin it would have balloned up in the air and ended up by the corner flag.
If you have ever tried an over head kick yourself, you will know exactly what I mean.

Someones studs landed directly on it from a great height. Ripped right through that foam part at the bottom of the shin pad.

I was lucky myself. Played at a pretty high level for 24 years and only had three bad injuries.
