It isn't allowed

I was at Canada about year ago, there I heard about an incident where a guy was warned by cops for using the words "black man/guy/dude" in public. and he wasnt even talking to a black person
What happened was that this guy met a total idiot the day before and he was telling that story to two of his friends. The guy he met(the idiot) is a black guy.
So he was describing the incident as "... I met this black man.........and this black guy...............the black due then........" you get the picture.
He was telling what happened to him (bit loudly) in a public place, some people complained about it to the police, couple of coppers came over and warn him for using the race of a person in a derogatory way, According to the police he could be fined for that, He was let off with a warning that time.
