Why does it annoy you? Are kids not allowed to walk anywhere anymore?
If it is a bit of a dodgy car park where the is no crossings then I won't as wouldn't want some poor lass to have to drag a pram across a road, but if not couldn't care less.

No-one likes Woody Allen films. A few pretentious arśeholes pretend to like them.

They're literally always closer to the store or whatever though. I mainly see parents with older kids using them too. Seems a silly reason for a dedicated car space. My local Sainsburys have like 4 disabled spaces (2 of which the staff must use because they are always occupied by the same car) and like 15 parent and kid spaces.
