Yes, but the point remains that they may be 'suspicious' or partake in activities or mix with potential terrorist circles, but until they've actually done something wrong they cannot be arrested or dealt with.

On a similar note why is it when an attack is made (like the Paris, Woolwich, July bombings etc) these people are known by the MI5?
If they are known by the MI5 they have obviously been flagged up for terrorist activity so why the fack are they allowed to go about their daily lives and live normal lives
If they have been flagged up (and this can include anyone that goes out to Syria to join ISIS but decides its not quite the career path they want and return home to England) can fack off and be booted out to Syria - they can be dropped off in the middle of the desert for all I facking care.
Human rights and the liberal lefts can fack off. Time we start to looking after ourselves.

It's an impossible job for the security services. You would need a surveillance team for each person of interest. A team would consist of a minimum four people. Do you realise how many surveillance operatives we would need to follow every single person of interest?

Why would you have to survey these people when they are already 'known'? As I said if they are already 'known' we should be getting tough on these people and booting them out.
Hopefully this will deter people about thinking of going to join ISIS.

If he has renounced terrorism I don't see why we shouldn't treat him.A lot of muslims went out in the early stages to fight the Assad regime which is brutal.The UK was and still is against the Assad regime.I expect quite a few of them went out there with a notion of fighting a dictator, liberating the country then realised that war is brutal and can be have deadly serious consequences physically and mentally.If this person can be treated and then educate others as to the terrible consequences of going out there it may be a good thing.

This is where the confusion lies. To be 'known', you don't have to have done anything wrong. You could simply of been observed talking to someone on a watch list. It doesn't mean that person knows he is speaking to a possible terrorist. By the same token, from the view of the security services, they don't know if these two people have an association linked by idealist views.
Maybe you can now see what an impossible task the Services have in trying to decide who warrants closer attention. That's why they have filters in place, and these filters can never be foolproof.
You can't boot British people out of the country.
