What is to stop someone - with no planning, going to B&Q, buying a few big bricks and putting them on a train track (I think this was a point raised a few days ago). Same amount of casualties, no premeditation.

There is a difference though between a random bloke saying he wants to bomb a school and a suspected terrorist saying it. The difference being the terrorist will probably do it.

Take the US for example - the Elliot Rodger (?) thing. He made videos, was flagged to all kinds of organisations, and he did it anyway.
