It doesn't, they've issued licences to private companies who ultimately sell 80% of what they extract globally not domestically.
Also, we never were dependent on Russian oil or gas as our imports from that foreign source was less than 6% of our national usage. Unless we seriously fall out with Norway, energy security fears around fossil fuel is all just a load of bollox.

What's the point in protesting if you're essentially told to just stand in a corner where no one will notice?
