Wher I live, Parking and Litter police being binned wouldn't be a bad thing though, private companies with 100% profit motive who are quite happy to target the old, vulnerable or people with limited English even though they haven't transgressed any local laws

Couldn't agree more in principle but I've seen a woman on crutches being fined £120 for flicking cigarette ash on the pavement outside a bus station. There used to be an ashtray there but the litter police police had it removed and now lay in wait on the other side of the street.
They only seem to target women and the elderley or visitors who are unlikely to know their rights.
