You got it Terminator... and made the most of it - he's learnt that from watching how other pro's work.
The ref will have told VAR what she has based her decision on. We don't know exactly what was said but if, for example, she said " the keeper has missed the ball, made contact with the striker, and I am satisfied that this is enough for a penalty" then VAR will only overrule and reccomend a review if there is something wrong with the reasoning. So if the replay showed that the keeper actually got the ball, or completely missed the striker, they would have recommended a review.
Since we can't hear the refs justification for decisions, we will never be entirely sure what is needed for a review. The solution to me would be wiring the ref up so that people can hear what is said, like in rugby.
Offsides and encroachment work differently because they are questions of fact, not interpretation. So if the replay shows a player offside then it will be reviewed.
I dont know about UEFA, but the FA said that they would not use VAR to check goalies stay on there line because of all the moaning that the anti-var group did about this during the women's world cup. That same group cannot now moan that mistakes are happening and VAR osnt working if they are the reason it isn't being used in certain circumstances.

This is good point and I thight it would be re taken. The odds are so stacked against keepers now like cant touch woodwork have to stand in line etc they might as well just give a goal.
VAR is very good technology to aid the referee.
It will settle many close call situations.
Sure it can and will be misused....... but so also is the human eye, all the time!
I'm for VAR!
I'll remain skeptical until it can be seen to have improved the game.
