there may have been actions taken by individuals on the ground which may have contravened the geneva convention, and be categorised as war crimes. and yes those individuals/group could be prosecuted for those, but you'd have to have substantial evidence that the president had prior knowledge, aided, supported or sanctioned those specific actions to have any chance to making any such charges against them.
