Nostalgia plays a part. I don't think anything will ever top 1998 for me, but I was born in 89 so like you that was just the first experience I can actually remember of a world cup. Absolutely fell in love with R9 that summer.
Also the winter world cup was a drawback for me. The social aspect was definitely missing compared with the others.
In terms of an actual final though, hands down, today was the best.

What was a better final?
Just because France were poor for much of it doesn’t mean the game wasn’t great. The turn of events was so dramatic, Mbappe’s second was some incredible skill and as finals go it was a brilliant game to watch. A great games doesn’t have to be exhilarating for 90 minutes, it has to have great moments which this game had plenty of.
United’s 2-1 win over Bayern in ‘99 was one sided for virtually all of it but the final 3-4 minutes made is great. Liverpool were easily the poorer sides against Milan in ‘05 apart from a 10 minute period, does that make it not a great game?
