Come on, it's not a strictly United policy, but it goes to show that playing for smaller clubs is not to be sniffed at. These players should be in the squad as soon as possible, they shouldn't have to wait till the big managers decide they're good before the national manager does.
TBH its a case of whether the media think a player is good enough for England, as much as it is Capello.
Leon Best, Scott Sinclair and Ross Barkley off the top of my head.

Course they spend big and half the young players that seem to be assumed are developed by Man Utd are actually developed by another club and just bought at a young. The true football fan has a passion for their club and the players who represent their town and their individual dreams. Seeing someone from humble beginnings representing the people of the town of Blackburn would be a proud moment.
The implosion when the money pit dries up, monopolisation of wealth is reduced and the game is played on the pitch rather than the balance sheet!
In my opinion the game we watch now is nothing compared to the 50's, 60's and 70's. You are entitled to be amazed by the battle for the title on super sensational Sunday in mid November if you wish.
