I'm not outraged by it in the slightest. But that's because I know this kind of thing goes on all the time.
But whilst I'm not outraged, I'm totally understanding of other people's feelings about this. Particularly women's feelings.

The thing is, i doubt the player was that bothered by the kiss itself, in the moment.
But a couple of things are at play after the fact.
1) It carries on the notion that people in power can just do whatever they want and not face any consequences.
2) The player is now, at least partially, remembered for this moment rather than the real achievement of winning a world cup final.
None of us really know how we might react to the situation.
It's very easy for a man to think "Oh, if a women in power kissed me, i'd not be bothered"... but 1) That might not be true for every man in every work situation and 2) The situation is a man kissing a woman, and decades of history and the fight against such antics in, what is essentially, the work place has to be taken into account.
