Depends if the ref blew before CHO touched it, but from what I saw it should have been Forests ball.

Yates went down after an Elliott shot hit him in the face with Liverpool having the ball around the Forest box. Tierney then restarted the game with the Forest keeper having the ball.
I have no idea if the rule is right or not but he was consistent in how he handled it.

I've only ever seen the ref give the ball back to the team in possesion when the game was stopped assuming it hadn't gone out of play.
Obviously different rules when it's Liverpool.
