That's not correct.
The ruling can be interpreted to mean that the PL should make a rule that's legal and fair to ALL clubs.
It doesn't affect FFP.

Not sure what religion and ethnicity has to do with the ruling.
I clicked through a read the whole article. Despite it's tabloidy framing, it turned out that the Daily Mail's write-up was rather more nuanced than the OP's verdict.

In a statement of no fewer than 1,248 words, the Premier League said it ‘welcomed’ the panel’s findings ‘which endorsed the overall objectives, framework and decision-making of the APT system’.
It added: ‘The tribunal did, however, identify a small number of discrete elements of the rules which do not, in their current form, comply with competition and public law requirements. These elements can quickly and effectively be remedied by the league and clubs.’

Of course, it's likely that the PL will put its positive spin on the ruling, but from my reading the detail of the article seems to support the implication of the PL quote that this represents relatively minor tweaks to the rules.
Our profound and perfidious conspiracy to suppress Manchester City will not be set back!
Two major changes as per this ruling are:
1) Two City's sponsorships that were unlawfully rejected will now be reinstated. City will seek damages because of this ruling.
2) Owner loans are now going to be included as part of APT or PSR. This was previously excluded. Clubs with significant owner loans at low rate or zero percent will likely lose this privilege.
These just shows how dodgy the decision making process is among the PL clubs.

Premier League says the tribunal rejected the majority of Manchester City's challenges and "endorsed the overall objectives, framework and decision-making of the APT system"
This case is not directly related to the Premier League disciplinary commission which will hear 115 charges against City for allegedly breaching its financial regulations, some of which date back to 2009.

“The Tribunal has determined both that the rules are structurally unfair and that the Premier League was specifically unfair in how it applied those rules to the Club in practice.
“The rules were found to be discriminatory in how they operate, because they deliberately excluded shareholder loans.
“As well as these general findings on legality, the Tribunal has set aside specific decisions of the Premier League to restate the fair market value of two transactions entered into by the Club.
“The tribunal held that the Premier League had reached the decisions in a procedurally unfair manner.
“The Tribunal also ruled that there was an unreasonable delay in the Premier League’s fair market value assessment of two of the Club’s sponsorship transactions, and so the Premier League breached its own rules.”
