It is tough that, probably needs to be clearer as in Rappers who took a break from their dominance and came back.
Cos Eminem for example probably made a name for himself in the 90s but then released MM LP and Eminem show in the early 00s.

Q-Tip - Renaissance
And pretty much any Roots album released in the 00's.
Reason I didn't include Roots is cos I feel they made a name for themselves in the 00's with their big success's being the seed, collaborations with John Legend etc.
Yeah I guess they have been a lot more commercially successful in the last 10 years but within Hip Hop they certainly made their name in the 90's.
