Ridiculous comment. He started building as soon as Shankly left. After the 77 Cup final the team was rebuilt again...
Keegan left, Smith and Clemence soon after. Dalglish, Souness, Hansen all arrived. Totally new look side.
The foundations were in place and he inherited the core values but to say he didn't build and mould his own teams is rubbish.
Anyway, I'll stick with Clough.
Althought not top on my list but the late great Bobby Robson often tends to get over looked and would feature pretty highly for me
