If he is angling for a new contract (probably his last big pay day) then perhaps this is his tactic to do so. Not Scholes-type loyalty maybe but such is the nature of modern football relatively understandable.
However, as I don't have all the facts to hand I'll reserve judgement.
One thing is for sure though I'd be much happier seeing Rooney in red at OT for the Chelsea game than blue.

United won't want to sell to Chelsea. Why would they? So no, I don't believe that 40m will do it. The fee would have to be too big to turn down, so I reckon we are talking upwards of 50m minimum.

I personally thought it was a master stroke from SAF. If it had come out that Rooney wanted to leave after Moyes had taken over we would have had a load of rubbish about how he didn't want to play under Moyes and questioning whether Moyes was big enough for the job. This way SAF let it be known that Rooney wanted away before Moyes was in place, which served to take the pressure off the new manager.
