The team that has the best stats in the opposing half over 90 minutes based on possible things like posession, pass completion, shots on target, corners won etc.
Whoever has the best amalgamation of stats over 90 minutes wins the contest.
That's a lot fairer than pens.

It could never come down to such a fine margin as that when you are amalgamating that many stats abd incorporating as many variables over 90 minutes.
And no I'm not a Yank.

Maybe they should allow you to use unused subs to take pens (eliminating the tiredness factor), or instead of having to nominate 5 players you can send anyone up for each penalty (ie in theory you can have the same player take all, eliminating the leaden footed CB who has never scored a goal in his life having to take one).

I was discussing this same topic with my mate yesterday. He had a good idea. Instead of a shoot out, it will be like ice hockey where a player has to start from the midfield centre spot with the ball, and dribble to the keeper and try to score. So it will be a footballing solution instead of a static penalty shoot out. Rules are the same, best of 5 to win it.

For those that ever managed to see MLS in its early years they used a similar method with games that resulted in a draw. The players would have a 10 second time limit to dribble towards goal and score from a reasonable distance out, with the goalkeeper allowed to run out as well to narrow the angle. It really was embarrassing, not just the fact that they had tried to give football a "unique American angle" but the fact this wasn't for cup matches but league matches!! Not only that the winner of the shootout would only receive 2 points for the win instead of the 3!!

DJ- my solution would be that after scrapping extra time that you could have ten penalties and thus ten outfielders.
Only problem is that could be too long?

It's a football game. Penalties have always been the best way of picking a winner.
How about no offside rule during extra time.
How about the opposition get to pick the players up first
How about this
30 minute extra time.
Every three minutes, one player has to be brought off by each team with no replacement
So after 15 mins for example, you only have 6 players each on the pitch.
I'm sure you'd get goals in that?! Imagine the breakaway goals when you're 2 on 2!! Plus it makes the managers have to choose their withdrawals wisely.
In the very unlikely event that it's still even when the 30 mins are up and only the keepers are left, then the keepers have to take penalties against each other.
I know what you're thinking, I should be head of FIFA.

I'll assume you're not English then.
As long as there are penalty shootouts I seriously doubt England will ever win a major tournament.
Whichever team has the best amalgamation of stats in the opposition half over 90 mins with yellow and red cards counting against that amalgamation.
I still haven't heard a good argument against that.
