Probably best to wait 'til we actually hear Rosberg's side of the story before anyone makes too strong a statement, rather than Hamilton's interpretation of Rosberg's words. Hamilton could even just be lying - he's certainly done that before.
But if what he's saying is accurate, I wonder if Rosberg was seeking revenge for Hamilton pushing him off the track at Hungary, a piece of very poor sportsmanship by Hamilton that was totally glossed over by the media & Mercedes. It could easily have ended both of their races. Bahrain was far too rough from Hamilton as well. Perhaps it's a bit like Massa in 2011, who refused to jump out of the way for Hamilton, resulting in many crashes between the two.
So it's either a message to Hamilton that he's done playing nice & he too will fight dirty, or a message to the world about how much Mercedes are favouring Hamilton.
Either way, it'd be a stupid thing to do and the wrong way to go about it. Problem is, I can't see a right way to do it.
Again, that is just assuming what Hamilton said was accurate.

If indeed Rosberg has said that he caused the collision Mercedes must now either accuse Hamilton of lying or sanction Rosberg.
Either way there are serious issues within the mercedes team.

Could Mercedes refer the matter to the FIA?
They are in a tough position.
If Nico says I did it on purpose, he can be reported to the FIA because that could have serious repercussions.
The harshest thing Mercedes can do is stop giving him support and get rid of him at the end of the year.
FIA Guidance allows a team to report a driver regardless if it's their own driver if it is known their actions were intentionally wreck less/dangerous.
Race licences can be suspended. If this is the facts Nico could be in hot water.

I personally do not want him banned from a race or race meeting.
We have seen Rosberg do some shady things this season and lie on multiple occasions. Those are the actions of a desperate man.
It actually helps Hamilton a lot because now he knows where things stand.

No a race ban is not ideal, however racing is dangerous and the FIA have a clear mandate to govern in a specific manner especially when it concerns driver safety.
