BEIS published a report from Downing Street's 'Nudge Unit' a week or two ago and then withdrew it after 20 minutes. They claimed it was never meant for publication.

Long story short - it pushed for a much more radical agenda than the green plans Boris stuck his name to ahead of COP 26.

It was a lot more stringent than the government's plans are - pushing for stigmatising flying, shifting away from meat eating, and pushing domestic tourism.

Crucially it pushes the idea reducing demand for emissions is more important than innovation and can even be justified at the expense of economic growth.

Compare and contrast it to Boris Johnson's foreword to the official plans - where he explicitly says it is not about 'sacrificing the things we love'.

Here is the cliff notes version for you:

To get to Net Zero

- 62 per cent of emission reductions require behaviour change
- 53 per cent of this is reliant on shifting to new technologies
- We are going to have eat considerably less (35 per cent reduction) meat, dairy (20 per cent), and also reduce obesity rates by about half

- Massive infrastructure investment needed for public transport
- High carbon taxes for long-haul flights
- Higher EV subsidies
- Heat pump/hydrogen boilers by 2030

Mass behavioural changes basically.

Problem is it is highly reliant even in this version on successful nudging - ie promoting domestic tourism as appealing, and also is dependent on innovation.

I wrote a long piece on heat pumps and the current heating situation but can't link it because it has my name on it - but basically we are nowhere near the mass implementation stage and the reason the government's scheme announced last week covers only 90,000 heat pumps is because that's about how many might be suitable for homes in the next five years unless we also spend a feck ton on insulation accompanying it, and get lucky with innovation measures .

Oh, and mixed messages galore in the budget:

On the one hand Dishy Rishi is implementing a £91 additional tax on long haul flights, but he is also freezing fuel duty for the 12th year in a row and is investing a lot in HGV infrastructure - about £200m on lorry parks if memory serves.

Oh and about 40 new carbon/fossil fuel sites are pending approval between now and 2025 because the government knows its reliance on renewables currently is not a stable one and we are a wind-free month from getting the old generators out

Ok so I’ve read your link. So according to the study linked, the predictions of global temperatures has been more accurate than previously thought and that newer models are also more accurate as they have matured and become more sophisticated.
That’s a fair précis, right?

It is always fair to assume a large variance when it comes to predictions and that’s fine by me, I’m not going to moan much if a prediction is 10% out for example.

My issue is about the consequences of the temperature rises. So for example, your given example of 20/30 years millions of acres will be desert/flooded. Which therefore means we must take action. What I am saying is that there have been numerous of these consequence predictions that have not come to pass.

The Maldives would be underwater by now (three years ago in fact) as predicted in 2018

Was England not predicted to be gone by 2000?


In 1986, the Environmental Protection Agency’s Jim Titus predicted that the sea level around Florida would rise two feet by 2020, The Miami Herald reported.

According to NOAA, the sea level at Virginia Key has risen by about 9 centimeters, which works out to 3.54 inches.



And so on, there are plenty of examples.


So my point is that no-one is even debating global temperatures rising (that’s obvious and cyclical) but what we are questioning are two things:
1. Are the effects of the rises we are seeing actually causing what is being predicted?
2. Are the changes we are pushing for going to cause a net benefit or not? How do we stop developing countries from developing. It’s all good saying we should push them to be grow in a ‘cleaner’ fashion; but how is that paid for? It’s still too expensive for these countries to do this. What’s the plan with countries like China etc. The debate about China is not ‘look how much they’re pumping into the atmosphere’ it’s ‘what happens to China (and other poorer countries) if we stop manufacturing there or reduce it as Tam said? Well the answer is pretty obvious not anyone willing to be honest, it will mean a reduction in production, a reduction in jobs, a reduction in GDP and therefore an increase in poverty and all the negatives that come with that.

I look forward to your or anyone proposals that they have read about or their own personal suggestions as to how we go about making things cleaner but not causing a different catastrophe in terms of jobs/GDP/poverty as a direct consequence.

If we invest enough money in tackling climate change then its doable. Look how the world reacted to covid. If there's enough money and will then history shows that solutions are always found. The difference is that covid is an immediate threat and the world reacts to that. Climate change is a slow burner and the attitude towards it is very much different.

Take the military budgets and invest that in tackling climate change. I assure you we'll deal with it in record time, just like we found a covid vaccine within months. Coronaviruses have always been around and we'd never found a vaccine. Efforts were lackadaisical and half hearted for decades. The moment it became an existential threat then voila! Vaccine within months.

Scientists will get really creative and corporations will turn their attention to climate change if there's enough money to be made.

Military budgets could help a bit although other than the US we all spend a relative pittance no? But at least you’re thinking about solutions!

Money can solve things but I think we’re talking a boat load of money here to both keep investment on clean tech and also keep poorer countries growing.

I think I've read the military budgets are the greatest expenditure for world govts. They spend trillions and trillions to fight each other and in the process they pollute even more. This is one rationale that makes me say "fack borders".

Ultimately we're all in this together. Its possible to tackle climate change. Problem is its not being seen the way it should be seen. You put enough money in it and we'll fix it for sure.

This is a genuine debate and if you (Insert) or Tam are tired of discussing things with me or anyone else, then feel free not to. But if there are ideas or solutions out there that I am not aware of, then I’d like to hear them.

India, like China, can legitimately ask why they cannot have what europe and America have from industrialization, so the so called developed nations have to provide alternatives or money for developing nations, via Cop26, but will they, can they or even should they fund China or India to Not develop and industrialise further?

David Attenborough tackles the elephant in the room too on global over population, trebling in his lifetime, and putting so much more pressure on the planet, But, how do we tackle that minefield also?

People can survive hotter temperatures but coastal communities, low lying lands and islands will be gone underwater. Billions of people live along the coastlines. A lot more of Europe and northern territories will be under water and much higher temperatures in the South. Sheetshow.

I'm sure they made the same commitment in 2014?

I see Bolsonaro has signed up to it, yet in the articles I've read, I haven't seen the Amazon mentioned.

Ending deforestation in 2030 isn't enough, we need to roll it back quite a few years and reforest globally.

Given current wood prices, might not be a bad idea economically either

Wonder if they will have the balls to implement strict rules on space tourism.

Preferably stopping it, seeing as there's no real mechanism for capturing the carbon they are leaving up there, and as it's above the clouds it won't be dissolved by rain.
