Whilst I question the entire Premier Leagues players appetite to enter into the type of quarantine you describe, that doesn't dismiss the Premier Leagues requirement that all players be tested twice weekly
If schools are opening for children in June then why cant footballers?
Testing capacity is ramping up significantly and is now being rolled out to over 65s with symptoms as well as front line staff. It will carry on getting ramped up at speed and I can’t see the requirement being a major issue. We have to get to the point by the end of May of Covid tests being available for anyone with symptoms

Testing capacity has repeatedly been exposed by its inability to fulfil the promise made to the people who desperately need it. Given its inability to meet the promises made, how can we justify the use of the private system to test players twice a week?
They're not going to test them now. They're going to test them when it starts back, having passed the points the government outlined to them, one of them being test widely available to the public.
Your mistake here is taking the current situation and applying it to the future. Testing has now began to increase and will do so for several weeks now.

No doubt football can be played again behind closed doors with simple procedures.
Quarantine in a hotel as a group once tested and have a skeleton crew of essential staff for the games. It isn't an impossible ask.
The hurdle will be the clowns complaining that footballers shouldn't be asked to make a sacrifice and quarantine which is laughable of course given the money they are paid and how much many others sacrifice in other walks of life.
