They can, but all we have been told by Webb is the VAR shouldn't re-ref games and there was nothing there the ref can miss.

Did the exact same thing against Forest v Brighton, made out that Gibbs’s-White took the ball - then went to the 4th official who made him change his mind and he then sent him off after telling him he’d got the ball
