It definitely wasn't staged. It kind of looked like it could be staged to begin with but when Will Smith started shouting angrily you could tell from Rock's reaction it wasn't planned.

The authorities would need his cooperation otherwise they'd just be wasting their time.
Is it only a crime if a complaint is then made?

Forgiveness and having self respect is different. Any self respecting person would get rid of their girl friend or wife or opposite if they were cheated on. You have to have some level of respect. If you have been cheated on that person values you close to zero.

There are different levels of cheating. A woman could cheat on a guy with a cool headed and premeditated action and feel zero guilt and plan to do it again. Or a woman could go out with her friends and drink way too much and end up sleeping with someone when it was a complete misjudgment and spur of the moment thing. One is more forgivable than the other. All depends on how stubborn the person who was cheated on is and how much they value the relationship to walk away from the cheater.

Then he gets up on stage, doesn't apologise, talks about how God is working through him, calls himself a vessel for love and ruins what should have been an amazing moment for the Williams sisters. And he was getting cheered too, just shows how out of touch they are all with the real world.
And now people are gonna be joking about the Smiths for sooooooo much longer than if he'd have just ignored it. Already so many memes doing the outings and loads of speculation about their relationship too.

Generally speaking, a crime against a personal individual requires the cooperation of the victi to persue. A crime against society or the environment etc would not require any particular person's cooperation.
Sometimes prosecutors come up with inventive ways to argue that a crime is the latter, so they can act on it.
