Of course there are only two options here. If he uses a watch that is the official timekeeping device - aka the official watch. If he doesn't he is guessing.

They are in the game guidelines, section 5 under a refs authority. It states the ref "must have the following equipment" and clearly states "watch(es)".
This makes the watch the ref is required to have is the official clock that he undertakes his timekeeping duties with.
