I don't like Arsenal being lumped in with the 3 rich clubs. We have a strict pay structure, don't pay big players big money so have no advantage over other clubs in that respect. We do pay our kids relatively big wages in order to keep them, something which actually restricts our first team. A self-inflicted disadvantage obviously, but we cannot compete with City, Utd and Chelsea so investment in youth is the obvious step.
To suggest Spurs have a significant disadvantage compared to Arsenal is not true, as can be seen by a wider look at spending outside the two years the OP offers.

Actually, comparing transfer fees paid is a useless indicator of the finances of a club as we all know.
I'm not trying to say you're in the same league as the oil barons, i respect the fact that you're run properly. But to say we're not at a financial disadvantage to you is silly - there's quite a big difference.
