No, he can be considered a world (or at least European) great at club level. But will he go down as a world cup great? Not at the moment he wont. You seem to be confusing the tournament with the planet.
===================
There's no such thing as a world cup great.

Who says?
So there has never been a show or list on WC greats? Or PL greats? Or FA Cup greats?
----------------------------------------------------------------------
My point is that you can't really label a player great marely based on performance in the world cup. You need to consistently perform at a very top level to become a great.

It's going to be really bizarre to see him in a different kit

I'm just glad Fergie has retired or we'd be trying to sign him several years too late

Le Tissier was a top player, outrageously gifted. He was extremley lazy though.
Gerrard is a PL legend, no doubt about it. I wouldn't put him in a PL all time XI, but that is personal preference.
So Elvis, are you saying that Petit - another player who could easily be named in the top 10 great PL midfielders - will be elevated above Gerrard in future lists simply because he won the trophy more?

Gerrards standing in the game
Interesting title choice when you consider the demba ba goal.....
you can't be a great without having the talent as well as the trophy

Elvis, mate, I just don't see how the logic works. George Best was one of the greatest of all time, but never went to a world cup. So we can't actually say he was one of the best in the world?

I disagree. If you went to the world cup as a bit of wildcard but went on to score 6 goals the won your country the WC, you'd go down as a WC great, even if you were only an average player. In relation to that tournament, you'd be a great/legend.

Wasn't going for it
You need to start paying more attention to both your own team and what people type. I have stated that you can't be a great without having the talent as well as the trophy. Do keep up.

So just so I'm clear. Gerrard could have gone to Chelsea, played 14 times in a season, won a trophy, come back to Liverpool and would then be considered a great, rather than an icon, by virtue of the club he played for in a singular season?
That's what you're saying Elvis?

Gerrard;s first touch was a mistake, no question
but I doubt he'd have scored without the slip as well which wasn't a mistake

Let's agree to disagree..
The one that cost your team the title.

I hate this view point. Not only does it disregard all the good things he did that season but also gives zero credit to City who were excellent.
Oh hang on.....
