I'd say not. Whilst he wasn't as bad as some would have you believe at World Cups, with the exception of his last one, he never shone at World Cups like he did in all the other competitions he played in.

I can sort of see the point about Klose because he was bobbins elsewhere but fortunate enough to be the only German striker for about 20 years. However, even then I wouldn't class him as a great because all he did was score some goals. If you had said Maradona or Pele then maybe, yes, but then they were also great players in every competition.
When I recall World Cup greats I don't/won't recall Klose. He was fortunate in his circumstances and won the World Cup mainly as a sub in a squad way beyond his abilities as a player.
World Cup greats are the likes of Zidane, Maradona, Pele and Ronaldo who almost single handedly own world cups. The pattern? They were also great in every competition they featured in.
Gerrard did far more for Liverpool in the PL than Klose ever did for Germany.

It's quite simple TOOR, I'm struggling to agree that someone who has failed to win a competition can be seen as a great if that competition. I'm not saying he isn't a great player. But he won't go down in the annals of the PL as a player of great significance having never won it like players such as Cantona, Henry and Lampard.
Yet in the sky ultimate premier league XI they put gerrard in.
He was the only player in that selection that hadn't won the premier league.
He has played in the premier league for 17 years. And in those years has been a far better player than the majority of the players that have won it.
Hence he is a premier league great.

Why? Those are team achievements. He's been in the team of the year of said competitions 8 out of the 16 seasons he's played in the Premier League and been more than great throughout his time in it. That makes him a Premier League great, whether his TEAM won the Premier League or not and quite frankly I find it absolutely ridiculous that you can suggest otherwise.
I class George Haji as a World Cup great even though his team never won it.
